VIRDEN, MB – The Virden Oil Capitals are pleased to announce two key promotions within the organization’s hockey operations department as preparations continue for the 2026-27 MJHL season.
Brian Elder has been promoted to Director of Player Personnel, while Glen Tosh has been promoted to Head Scout.
“Our success as an organization starts with having great people, and Brian and Glen have both earned these opportunities through their dedication, professionalism, and passion for the Oil Capitals,” said Head Coach and General Manager Tyson Ramsey. “They each play an important role in building our hockey club, and I’m excited to see them take on these expanded leadership positions as we prepare for another season.”
Elder has been an integral part of the Oil Capitals organization since 2013, serving in a variety of scouting roles, most recently as Head Scout. His tireless work identifying talent, building relationships, and helping assemble competitive rosters has played an important role in the club’s success over the past several seasons. In his new role as Director of Player Personnel, Elder will oversee the organization’s player recruitment strategy while continuing to work closely with the scouting staff and hockey operations department.
“I am excited about the new position as Director of Player Personnel,” said Elder. “I am proud to be a part of the Oil Caps family since 2013 and the direction the Oil Caps are going. Virden is a great place to play junior hockey. Our winning tradition, sense of community, and team culture make it a place many players want to come to. Our scouting staff has done a great job identifying talent and are a great group to work with. We have made the league final two of the past four years, but everyone’s goal is to bring a championship to Virden.”
“Brian has been a tremendous asset to our organization,” added Ramsey. “His knowledge of the game, strong work ethic, and ability to identify quality players have been invaluable. This promotion is well deserved, and we’re excited to have him take on an even larger role within our hockey operations.”
Stepping into the Head Scout position is Glen Tosh, who has been a valued member of the Oil Capitals scouting staff. Tosh brings a strong eye for talent, extensive scouting experience, and a passion for building successful teams. In his new role, he will lead the Oil Capitals’ scouting department while working closely with Elder and the rest of the hockey operations staff to identify and recruit players who fit the organization’s culture and vision.

Working alongside our dedicated scouting staff and management group, our focus remains on finding high-quality players and people who will make the community of Virden proud.”
“Glen has earned this opportunity through his dedication and commitment to our organization in the short time he has been with us,” said Ramsey. “He has developed excellent relationships throughout the hockey community, has a great hockey mind and understands our desire to add not only great players but great people. We have complete confidence in his ability to lead our scouting staff moving forward.”
These promotions reflect the Virden Oil Capitals’ continued commitment to building a championship-calibre organization both on and off the ice. As the club prepares to celebrate its 15th season in Virden, Elder and Tosh will play key leadership roles in identifying the next generation of Oil Capitals players and continuing the organization’s tradition of excellence.
